In a wireline to wireless port,
wireless service providers will always populate the NPDI field
on the LSR with a value of ‘’C’’. This identifies the port as
Wireline to Wireless.
There is also
a recommendation to populate LSR REQTYP of "C" for Number
Portability and ACT should be populated with "V"
