The current interface messaging can use one of the following two sets of message files:

    1. The v_3_3_1, 10/13/05 ASN.1, 10/13/05 GDMO, and NANC-399-XML.txt.
    2. The v_3_3_0, 5/27/05 ASN.1, and 5/27/05 GDMO.

Either set is valid when interfacing with the NPAC. The 10/13/05 version contains minor behavior comment changes, as well an NANC 399 SVType and OptionalData fields. However, these fields are currently in an "off" mode, and therefore not currently used by the NPAC.
