Welcome to the New Customer section of the NPAC Website!
This page will prepare you to access the NPAC's full range of services.

ATTENTION:
To access NPAC services, Service Providers are required to provide their Company Code or OCN. NECA Services Inc. is the organization that assigns Company Codes to telecommunication service providers. Service Providers can obtain a Company Code by contacting NECA’s Company Code Administrator at 973-884-8249 or by accessing their web page at http://www.neca.org and following their guidelines.
The NPAC uses individual Service Provider's Company Codes or their OCN as the NPAC Service Provider Identification (SPID). If you are not a telecommunication Service Provider (for example, a Service Bureau or Software Vendor), contact the Neustar Customer Coordinator at 571-434-5434 or cc@neustar.biz to obtain a SPID from NPAC. The Customer Coordinator will provide any further assistance.
GETTING STARTED:
To access the NPAC SMS database, new Service Providers operating in the United States and/or Canada are required to register with the NPAC. If a Service Provider intends to access the Canadian Region, the service provider must become a member of the Canadian LNP Consortium prior to registering with the NPAC. step 1 Fill out and sign a Non-Disclosure Agreement (NDA). This is required to begin the application process. Mail a signed Non-Disclosure Agreement to the NeuStar Customer Coordinator. A signed NDA is required to continue this process. NPAC Personnel are NOT authorized to discuss certain NPAC information or move towards establishing access to the NeuStar NPAC SMS without an NDA on file.
step 2 Fill out and sign a New User Application for NPAC SMS services. Submit the corresponding New User Application for NPAC SMS Services, along with all required documents (see "Instructions", page 1 of the Application), to the Customer Coordinator. NeuStar will process your completed application within one business day of receipt. U.S. and Canadian subscribers must complete the corresponding Application:

a. Canadian Service Providers complete the Canadian New User Application
b. U.S. Service Providers complete the U.S. New User Application

The Customer Coordinator will contact you if your application needs any corrections or is incomplete.
step 3 Complete and return the NPAC User Agreement(s). After NeuStar approves your application and a signed NDA has been received, NeuStar will send a New User Package that includes the applicable User Agreement(s), pricing information, and required documentation and forms as determined from the Application. Fill out, sign, and mail the original User Agreement(s) to the Customer Coordinator. NeuStar will then execute the Agreement(s) and provide you with copies.

Note: There is a separate User Agreement for each NPAC region.
step 4 Complete and return the required Registration Form/s and get started. Once you have the executed, signed User Agreement(s), you will receive a Next Steps Package which will include your NPAC Secure Site login information (username and password) that will help you access the NPAC secure website, and the required registration form/s and documentation as determined from the User Agreement.

Additional forms and information can be downloaded from the NPAC Secure Site. Click on the 'Secure Site' button (found on the left-hand side of your screen) to login and access additional NPAC information for each NPAC SMS access method (including any network connectivity requirements when applicable).

Note: Each method of interconnection requires a different set of activities to initiate access to the NPAC SMS. Depending on the NPAC connectivity option selected, when necessary, Users may request to the Customer Coordinator to setup or participate on a technical conference call between User and NPAC personnel. There are no billable charges for any technical conference call.
