1. ISSUE STATEMENT:

The FCC on December 23, 1996 set "technical feasibility" as the standard for required interconnection with incumbent LECs (FCC Order 96-489, "Non Accounting Safeguards"). INC 31 on April 2, 1997 reached agreement to allow INC to be used as a technical numbering resource for The North American Numbering Council (NANC), an FCC Federal Advisory Committee.

*The NANC, on April 23, 1997, referred an issue to INC to demonstrate the technical feasibility of retaining permissive 7-digit dialing for the 555 NXX in NPA overlays (along with the 950 NXX), including 555 routing through use of LNP methods.

2. SUGGESTED RESOLUTION OR OUTPUT/SERVICE DESIRED:

INC is requested to confirm in response to NANC that it is technically feasible to retain permissive 7-digit dialing for the 555 and 950 NXXs in NPA overlay areas (which has already been accomplished during overlap transition periods, and is currently retained for 950), including the use of LNP methods to route 555 exchange and access calls, in addition to any other methods available. Confirm technical feasibility of assignment of LNP LRN's to tandem and IXC switches.

Affirm: 555 and 950 NXX line numbers are inherently ported since the assignee chooses its carrier(s). National 555, and 950 line numbers are assigned to the same entity in all geographic NPAs in the NANP area and are not end-office-switch or carrier --specific; all 555 and 950 line number are assigned to the same entity in overlapping NPAs. 555 line number assignees are users of telecommunications services.

4. CURRENT ACTIVITY: All prior 950 and 555-specific Issues introduced to date have been resolved by the Industry, including exemption of 555 and 950 NXXs from the Uniform National Dialing Plan (INC 97-0131-017, Par. 2.3, n.1, 1/31/97).

555 is not available for assignment as an NPA (INC 96-0308-011, Par. 4.2.3, 3/8/96) (thus 555 could be a 1+555 or 0+555 translations trigger by the PIC carrier(s)). Current activity should be noted, such as LNP test plan(s) and an LRN assignment to Tandem and IXC and other switches for 555 and/or 950 routing (where applicable), in addition to any current AIN or proprietary routing and/or billing solutions (such as U.S. Patents 5,537,464 and 5,524,142).

Other outside activities which should be noted include study of the uses of the 555 (and possibly 950) exchange which have the attention of the Alzheimer's Association, American Association of Retired Persons (AARP), and child advocates, due to demonstrated human memory limitations for such persons, relating to existing research data which shows that retention of permissive 7-digit dialing is a desirable public policy, at least for those exchanges with potential for national ubiquitous 7-digit dialing for a single entity (so far, 950 and 555).
