1)  Network Topology for testing:



What became obvious at the last meeting was the fact that the

NPA-NXXs put forth by the various Service Providers (SPs) 

offered very little overlap in the same Rate District (RD). 

This would mean much work for each SP to open Rate Districts

in switches that do not currently serve the RD that the test 

port number resides in. The main point of this call is to see 

if another RD or set of RDs would allow a better porting test

with only minimal opening of RDs in switches.

It was decided to look into Downers Grove, Bellwood and Lombard

to see if one of them would be ready in time for all of the 

carriers to be able to test. Also, Sprint, Worldcom and MCI 

would look into the Des Plains and Park Ridge RDs to see what 

they could do in those areas. Action Items from the discussion:



a)  Walt Subora and Bob Bartenstein, AIT will see if the AIT 

offices in the first three areas can be made ready for a 

07/24/97 start date. Will report back at 03/11/97 meeting.

b)  The other SPs will look to see what NXXs could be made 

available and when for these three RDs. Report back at 

03/11/97 meeting.

c)  The Des Plains and Park Ridge RDs also need to have NXXs, 

etc. defined prior to the 03/11/97 meeting.

d)  Walt, AIT, will contact Dick Anderson, Worldcom, and Arthur 

Brett, TCG, to get their concurrence in looking in these areas 

for the porting tests.

e)  As the three RDs all are off of the LaGrange 4E Tandem, 

Walt, AIT, will check to see if it can be made LNP ready for 

the 07/24/97 start date.

f)  The Des Plains and Park Ridge RDs are off of the North Brook 

4E. Walt will also see about it for the test time frame.



2)  Dick Dowd, MCI, on test interval planning:



a)  Still needs single point of contact (SPC) information 

from each SP.

b)  He is putting together a test execution handbook for 

the SPCs.

    - Will include all of the operations flows as approved

    - All SPCs and their information

    - Will have all the info on what is to be done

    - will be ready with draft for the 03/11/97 meeting

c)  Also, still needs the NPA-NXX and DNs for the test as 

well as the switch point codes, etc.



3)  The ICC edits of the FCC synopsis and report:



a)  Brent stated that the official name of the test period 

is: "Illinois FCC Field Test"

b)  Walt had many failures trying to send it to the people 

on the committee and will retry. Brent said that discussion 

could wait until the 03/11/97 meeting to finalize.



4)  Issues:

 

a)  Barry asked that the team have a fall back position for 

opening the NPA-NXXs for portability if the LERG process and 

software were not available for the 05/15/97 opening (45 day 

window for GTTs, etc.). Dick, MCI, stated that we would put 

that in place and then test the opening flow during the test 

timeframe when available.

b)  Dick Dowd, MCI, also brought up the question he and Bettie 

Shelby, Worldcom, had been working: Do we allow an SP to be part 

of the test if they are not ready on 07/24. Worldcom will not 

be ready until 08/15/97. This needs further discussion at the 

03/11/97 meeting.



. What will be the cut-off date to be part of test?

. After finish testing with NPAC test bed, what is date to 

be able to come on line live?

. What will be procedure to bring a new SP on board the NPAC 

and all previous ported numbers when ready for live service.

 

c)  Barry wanted to ensure NPAC and test team to understand 

that the Detroit MSA will also be testing with the NPAC from 

08/15/97 to 10/01/97. What will be the impact and how will 

this be managed?

d)  Need to start the prioritization of the test cases for 

the Chicago MSA and assigning them to sets of SPs to execute. 

Might not be enough time in March for this, so will look into 

whether we should expand the April through July meetings to 

two days or have two meetings?

e)  Nancy DeRoo asked if a new SP in the Chicago MSA would have 

to become LTNP capable to compete? The answer from Brent was 

that there are currently no state requirements for this and a 

new SP could come in and start up with the Interim Number 

Portability solution and never convert to LRN.
