Review of September Minutes:

The Tuesday minutes on release 3.0 testing status erroneously referred to "ESI programming". The reference was corrected to the more comprehensive: "Nuestar system".

The notes on the Thursday release 3.0 status call were deleted. The 3.0 status call was not a part of the LNPA meeting. Because of the schedule conflict, the LNPA suspended their meeting so a subset of the LNPA members could participate in the testing call. The testing call was documented separately.

Wireless Number Portability Subcommittee Readout:

The WNPSC’s minutes are distributed separately.

Slowhorse Subcommittee Readout:

The slowhorse minutes are distributed separately.

PIM-1:

No update. NNPO is working with OBF to review the reseller requirements.

PIM-5:

The LLC received the SOW from Neustar and is reviewing it. A fee per use arrangement has been proposed for the pricing model.

PIM-6:

NENA met and has agreed to proceed to writing a standard that will allow the NSP to migrate 911 records without an unlock if the NPAC SMS shows the NSP as the current owner of the TN. The NENA committee members still feel that OSPs should be required to unlock 911 records.

It was pointed out that for wireline to wireless ports, OSPs will still need to delete the old wireline records, or there will be two records in the 911 database. Rick Jones stated that NENA determined that they currently have not established requirements for wireless/wireline porting. NENA will consider the need to delete the old wireline record when they write wireless/wireline standards.

PIMs - New:

No new PIMs.

NPAC 3.0 Testing Status:

Dianne of Neustar: We are currently ~4 weeks behind on release 3.0 testing. Neustar has improved the stability but has not completely closed their root cause analysis. Nuestar has installed a debugger on the servers to help resolve one potential remaining issue.

The system is currently not available for service provider testing. Neustar was asked if they inform the service provider testers when the system is down and if they give them an estimated time before it will be available. George of Neustar responded that they inform the testers of systems outages and estimated time of availability by an e-mail distribution.

Neustar was asked how long 3.0 implementation will be delayed. Members of the LNPA who were familiar with a letter Nuestar shared with the LLCs responded that the Neustar letter stated: ". . . the November 2 release of 3.0 will be delayed at least 4 weeks".

The service providers reminded Neustar that they need to consider the industry quiet period many service providers have planned during the year-end. (Many service providers have year-end software change blackout periods.)

AI - All SPs with blackout periods should send Dianne Black information on when their blackout period for software changes is. Neustar needs to contact service providers and request blackout period dates.

The LNPA Number Pooling Subcommittee prepared the original and revised schedules for release 3.0. Neustar was asked if they expect the LNPA to be involved in any further schedule changes. Neustar responded that they expected LLCs to handle coordination with LNPA. It was determined that the contractual relationship is between Neustar and the LLCs, but that the LLCs can request LNPA participation in scheduling decisions. Concern was expressed that the LNPA only meets once a month, and that this requires a quicker response. Several LNPA members indicated they would be available for more frequent conference calls to discuss the schedule if required.

Dianne indicated that the testing call minutes went out yesterday.

Review of Wireless LNP Test Plan:

The WNPSC will post the version of this test plan that includes updates from this week’s meetings on the LNPA website. Carriers are requested to review this document and provide comments to the November LNPA-WG meeting. The test plan will also be reviewed at the NNPO meeting in November.

A brief history of the wireless test planning process was provided: The wireless test planning subcommittee was kicked off by the WNPSC. Participation was solicited from the regional operations teams and the LNPA-WG. The wireless testing subcommittee’s goal was to create a baseline document that carriers can use to negotiate the details of inter-company testing in a manner similar to the way the Illinois LNP test plan was used for wireline LNP testing.

The NNPO will manage any operations issues for wireless/wireline implementation. Wireless to wireless LNP testing will be facilitated by a testing subcommittee of the wireless operations team and the NNPO will create a separate wireless to wireline testing subcommittee.

The wireless LNP test plan covers both wireless to wireless testing and wireless to wireline testing. The test plan does not cover vertical services. The testing of vertical services is left to the discretion of individual service providers. It was noted that testing of vertical services was part of the wireline LNP testing in the Northeast and Southeast regions.

It was pointed out the FCC order requires ported customers to receive the same level of service as non-ported customers, and that companies who offer vertical services need to validate those services work with ported numbers. The optional testing of vertical services is based on the optional nature of offering vertical services.

The test plan considers each carrier as a "black box". That means that the plan addresses the communications and passing of information between companies, but does not address the internal processes carriers use to meet their commitments.

Testing will be planned between carriers. Each service provider is expected to identify a Testing Coordinator to be the point of contact other SPs will use to initiate test planning. Contact information for the test coordinators will be posted on a public website.

The LNPA asked to have the following statement added to the testing assumptions: "Test coordinators will disconnect their test accounts when testing is completed." The details of the logistics for testing will be worked out by the wireless testing subcommittees.

Change Orders:

Change Order NANC 316:

Will be moved to the accepted list. This affects "modify service provider profile" but not any other functionality.

Change Order NANC 318:

Requirement RR3-49: Users should be able to do a mass update on blocks using either the new or old NPA during the permissive dialing period. The current software only allows mass updates on blocks with the new NPA. (defect 71311) It was recommended that rather than consider this a defect, we change the requirements to only allow the new NPA. (Mass update is an NPAC personnel only operation.) We will review a document only change order at the next meeting) The LNPA will recommend changing expected results of the test case which uses the old NPA.

Release 5.0 Change Orders:

Impact of release 4.0 contract negotiations on release 5.0:

The LLCs have removed change orders from the release 4.0 package and asked Neustar for re-pricing. Because the final makeup of release 4.0 has not been established, and we will want to consider the dropped change orders for release 5.0, the LNPA will wait until the LLCs complete the release 4.0 contract before prioritizing release 5.0.

NANC 169:

Bulk data download for a specified period: Concern was expressed that when a service provider recovers using the bulk data download, that does not clear the service provider from the failed SV list. This problem is not unique to the time specific bulk data download, it applies to all bulk data downloads. Currently the NPAC will resend all of the failed SVs to the service provider even though they received them as part of the bulk data download. We will discuss this next time we are scheduled to review 169.

NANC 300:

The requirements through 10 were reviewed at the September meeting. We discussed what the failed SV report should show for non-EDR SPs who miss a subset of a block broadcast.

NANC 311:

SOA Query of LSMS Association Status: The LNPA agreed that their intention is for this to be backwards compatible and not require changes to LSMSs or the IIS. The requirements were adjusted to ensure this. This change order implies that the NPAC maintains a table of LSMS association status that can be queried for the information. The LNPA does not know whether this table currently exists in the NPAC.

We discussed whether this business function would be served better by a web page that displays the association status for all LSMSs. This would eliminate the overhead of encrypting and decrypting communications between the SOAs each time a status query is performed. Concerns about frequency that operations people would use this query led us to re-consider the appropriate implementation.

NANC 151:

Include TN or number pool block on notifications. The notifications also need to be available in recovery. The strategy for transitioning to a notification including TN/block was discussed. The options are to flash cut the new notification format, or to send parallel notifications so we can maintain backward compatibility. We will investigate whether there is a solution that will allow backwards compatibility without requiring parallel notifications. Consensus favored maintaining backwards compatibility.

NANC 310:

Change NPAC Time References to Central Standard Time (Year Round). We discussed the options for 310 listed in the September minutes.

NANC-294 Will fix many (but not all) of the scenarios where the GMT date change issue impacts operations.

It was suggested that we create a list of all the operational problems associated with working in GMT. We will review the operational problems and test to see if the change order(s) solve those operational problems.

Action Item: Company reps are requested to identify scenarios where date and time issues with GMT cause operational problems and e-mail those to Jean Anthony by Thursday 10/19.

We will start change order review with NANC 310 next month, then move on to Illinois 23.

Potential New Change Order for Discussion at November LNPA:

There is a proposal that we consider adding an edit to the NPAC that will prevent creation of subscription versions with LRNs from a different LATA than the TN.
