Action Item: There is a proposal on the table that the pooling requirements be removed from Change Order 227. It will be asked of the originator of the change order if this was intended to apply to pooling.

· Approve minutes of previous meeting.

Review of the minutes was moved to Wednesday morning per request of the WG. There was considerable discussion regarding the agenda for the January LNPA WG meeting. Per the request of the wireless carriers, new business will be moved to Tuesday afternoon and the fixed start for change orders was moved to 1:00 on Wednesday. There will be further discussion of the on-going agenda at the January meeting. Please notice under the Thursday bullet "Review of Project Plan for Release 4.0", changes to the January agenda.

There were no action items from NANC for either the LNPA WG or the WNP. The NANC meeting in December has been canceled. A conference call will be held on December 22,1999.

See Anna’s minutes for details of the WNP meeting. The WNP has requested that a discussion of JIP parameter usage by Wireline carriers be placed on the agenda for an upcoming meeting (February). Action item The WNP is to provide a write up of the issue and concerns to be handed out at the January meeting. All Wireline providers will be expected to take that write up internally and prepare for discussion at the February meeting.

Slow horse minutes are now on the unsecured web site. There will be a discussion of the 3 X 5 tunable issue at the next WG meeting. Currently there are two proposals for changing the 3X 5 timer. One would change the timer to a 1 X 15. The NPAC would send to the LSMS, if there were no response, at the expiration of the 15-minute timer the association would be aborted. The second proposal would change the 3 X 5 to a 2 X 15. This would result in the NPAC sending to the LSMS and if there were no response at the end of the expiration of the first 15-minute timer, a resend would occur. At the expiration of the final 15-minute timer, the association would be aborted. There was an action item for all present. Action item: Review the two proposals and be prepared to discuss in January.

The Number Pooling sub-committee received a response from INC stating that the change to pooling guidelines that had been requested by the WG had been made. Pooled blocks allocated to the LERG assigned code holder will not be pool ported. The public plan for Release 3.0 is still not on the NAPC web site. There is a meeting next week in NY for final test case review. A proposal of the timeline required for testing is expected to come out of that meeting. Per a discussion with Neustar, the test plan and pooling documents will not be posted on the public website but will remain on the secure website. Having Neustar maintain the number pooling test plan and related documents on a private site is a concern to this group (Bob Angevine GTE) based on the fact that the WG and it’s sub-committees are open meetings and all documentation to be reviewed in the WG or its subcommittees should be publicly available. Marcel Champagne agreed to take this issue back to Neustar for further discussion. In regards to any end to end pooling testing that might be done, that would be handled by the operations teams in the same manner that LNP trials were conducted.

New Issues

Renee Cagle of Cincinnati Bell Telephone submitted PIM Issue 0003. Basic scenario presented by CBT is that a Tn is ported in error, which causes the end user to be out of service. Attempts to have the TN ported back to the switch that provides dialtone to the end user are delayed due to various reasons. The end user is out of service for an unacceptable length of time. Donna Navickas (Ameritech) provided additional documentation to support CBT’s issue. A solution was proposed that would entail the Service Provider from whom the TN was ported in error to notify the NPAC and have the NPAC port the number back to that Service provider. This would be based on the Service Provider formally requesting the NPAC to perform this service and to provide documentation upon request that the end user had been ported in error and was out of service and that the port back could not be accomplished in a timely manner without NPAC assistance. The issue was accepted and the WG will continue to work on a resolution based on the proposed solution. This will be discussed in greater detail during the January meeting.

David Taylor of SBC submitted PIM issue 0004. The problem statement dealt with requesting details on packet service and number pooling. Through discussion of the issue, most members of the WG felt that there is not an issue. Packet numbers can be assigned an LRN if they contaminate a pooled block and the intra-service provider port should not interrupt packet service. SBC was uncertain as to the validity of this statement as it was contrary to information given to them by Packet SME’s. SBC was to take the issue internally and return to the next meeting with an update based on the discussion held in the WG.

Current Issues

The multiple service provider port flows are still being worked in the OPSWEST team. The first of the four flows was distributed to provide the WG with a picture of where the Op’s team currently stands. The Ops team will present the packet of completed flows at a future meeting.

Discussion of this issue was held until January to facilitate the completion of Release 4.0 requirements development.

Action Item: There is a proposal on the table that the pooling requirements be removed from Change Order 227. It will be asked of the originator of the change order if this was intended to apply to pooling.

Steve Addicks, originator of Change Order 227 responded that the purpose of the change order was to provide resolution for (SVs) assigned to customers.

Based on this information, the consensus of the WG was not to include pooling requirements since the original purpose and scope was intended to apply to active SV’s rather than non-working pooled blocks.

Action Item: Neustar will take an action item to investigate LERG data availability for split information.

Action Item: John Malyar took an action item to check to see if a special licensing agreement will be necessary to perform Change Order 192 and 200 in conjunction. There may be legal ramifications with the copywrite laws involved with the LERG.

John Maylar will revise the current definition of backwards compatibility to include the number of releases required to support backward compatibility. This will be provided to the WG at the January meeting.

Release 3 is going according to schedule. The release 3 project plan should be posted on the web.

ASN.1 CHANGE for Release 3.0

John Nakamura presented a paper on three attributes in Release 3.0 that should be changed from get to get-replace. Based on the discussion, Neustar will make this a documentation only change for Release 3.0. This does impact the GDMO. The current release date will not allow LSMS vendors adequate time to review the GDMO for 3.0. There was a request made that the GDMO be released early to allow vendors more time for review. Based on comments received by Neustar, they have a projected delivery date of 12/31/99 for the GDMO.

Current status is item 19. There is a final review scheduled for January 6th and 7th. Currently the WG does not feel that a final review is feasible at that time. It was suggested that requirements review continue through ILL 130, and all of the LOW’s. The updated document will be provided for review by COB on December 24th. This will allow the first week of January for review by members of the WG. The January meeting will be used for a second pass through of requirements and a final review can be held two weeks later. It may be that a final review can be held in January. The final review scheduled for January 6th and 7th will be held in reserve to allow for additional review if necessary. Test case review is also scheduled. It was suggested that the test case review consist of a listing of all test cases and a brief overview of each test case. Overall the schedule will be slipped by four weeks. To accomplish this, we will attempt to move the Slow Horse meeting to a conference call on January 6th. This will allow us to begin regular business on Tuesday morning and work through Thursday. A final review will be held via conference call on Feb. 2nd and 3rd. It was suggested that the PE’s socialize to the LLC’s the potentiality of reducing the negotiation time frame by four weeks based on commitment by Neustar to establish a commitment on delivery of SOW to the LLC’s. This would allow for the release to maintain the overall schedule. The PE’s present agreed to address this with the consolidated LLC and the Midwest LLC’s. This will be communicated to the PE’s not present by Dave Garner.

Action item: Neustar will take an action item provide a firm commitment to provide an estimate of time for delivery of the SOW to the LLC’s so that SOW delivery can be added to the timeline.

Action Item: Marcel Champagne will take an action item to review the possibility of posting the NPX/NXX report (converted to a text file) daily to the web site. This could eliminate the necessity of the bulletin board.

There is no NANC meeting in December. This will be held until the January meeting.
