2.) Introduction and agenda approval

Added two items to the agenda.

2.) Timers and Business Hours/Days

Neustar lead a discussion of NPAC timers and business hours and days. This included the current timer settings as well as the timer tunable values. Per NANC 201, there are short timers (T1 and T2 values of one business hour each) and long timers (T1 and T2 values of 9 business hours each). NPAC timers only run during NPAC business hours, which is currently Monday through Friday for 12 hours, from 7AM to 7PM Central time. For service providers, there is also long business hours (Monday through Saturday, 12 hours per day starting at 8 or 9 AM local time designated by region) and short business hours (Monday through Friday, 7AM to 7PM Central). Timers can be set for 7 days a week and must be the same time period for each of these days. Service providers set up their profiles, i.e. long or shore timers and long or short business hours/days, by SPID.

Porting subscriptions cannot take place during regularly scheduled maintenance from 6:00 am to 12 noon Central every Sunday. Service providers can also request extended maintenance with a 30 day written notice, but this is allowed only on the first Sunday of the month. Both days and hours of the day are tunable per region. The issue of business hours and days by NPAC region will be addressed by the Wireless Operations Team. Once the tunables are decided, the recommendation will need to go through the LNPAWG to the LLC. The LLC will then work this issue with Neustar. It seems possible to have this work completed by the end of March of 2000 in preparation for NPAC turn up testing.

David Heath of Neustar stated that there are still too many unknowns to develop a staffing plan. He needs to understand the porting volumes and business profile - when are wireless consumers going to port, how we think consumers are going to port - e.g. from a retail outlet. Gene Johnston pointed out that we should keep in mind that wireless carriers gain 40% of their new customer during the two holiday months of the year. Based upon the current wireless subscriber base and churn rates, as well as anticipated growth rates, wireless porting volumes in 2003 could easily be 3 to 4 times the current wireline average monthly porting volume by region. Even if all of the gains are not from porting, when the wireless industry is pooling capable, the pooling numbers that may be ported number will also require a transaction through the NPAC. It was requested if Neustar had data on how many ports go into conflict, and how many are canceled. Gene Johnson stated the NPAC does not currently have reports for this type of statistics. It was stated by a wireline provider that it really is service provider specific. It depends on how strong their processes are and their how well their staff is trained.

3.) Sunday Porting - Wireless activations are less on Sunday than Saturday running from 4-10% of the weekly volume and most likely following mall hours. Marcel pointed out that two carriers could agree to port on Sunday even if the timers are not running. Service providers just have to agree to send the matching create so that the NPAC activate can be sent. It may not be required that timers run on Sunday. This is another issue that the Wireless Operations Team will address.

4.) National Operations Team

Mission Statement

The Wireless Operations Team provides a forum for the identification, discussion and resolution of issues affecting Service Provider Operational groups in their mandated implementations for Service Provider Local Number Portability (LNP) within their respective companies.

Team Scope

The Team will give on-going support to LNP activities from an operations perspective. This includes the identification of existing or potential gaps between Service Provider implementation of regional and/or national guidelines and associated resolutions or remedies.

The Wireless Operations Team will be responsbile for:

ACTION ITEM: Make a recommendation on whether the Wireless Operations Team should be sponsored by the NANC/WNPSC or should it work similar to the NNPO with no official oversight.

ACTION ITEM: Initiate Wireless Operations Team Kick Off meeting coincident with the LNPAWG meeting on February 15, 2001. The first meeting will discuss Mission and Scope, nominations, organizational structure, reference material, web sites, schedules, and overview of NANC structure.

5.) Wireless Demand Model

The WNPSC developed a new demand model using the west coast region data, as the worst case regional scenario. Based upon updated assumptions, the Wireless Demand model for NPAC transactions per second was calculated for use in the LLC Exhibit N.

ACTION ITEM: The WNPSC will present findings to the LNPAWG in November. This data will then be submitted to the LLC Exhibit N subcommittee.

ACTION ITEM: Wireless Service Providers should monitor % of annual activations for this holiday season, as well as churn and fill rates, to update the Wireless Demand Model. Determine the busy hour of the busy days (busy hour on Friday and Saturday). Monitor daily activations by day of week, especially for Friday, Saturday and Sunday.

6.) Updates

OBF

At OBF #72 this week, the Alternative Billing Issue was accepted. The Directory Listing issue will be submitted for acceptance at OBF #73 at the end of January, 2001. OBF is also addressing the reseller process per Issues 2188 and 2189. A reseller task force is being formed. Another LSOAG update, version 7, is also being addressed. The National Respository Line Level Database (NRLLD) RFI responses were reviewed at the end of October. Associated toll fraud prevention and potential non-network solution issues are being evaluated.

NENA

Rick Jones reviewed the Intercarrier Test Plan and submitted 2 additional 911 test scripts to be added to the test plan. Under NENA, a wireless LNP study group is being formed to address PSAP display requirements during mixed service.

NNPO

The Intercarrier Test Plan was presented to the NNPO at their November 9th meeting. Any suggested upgrades will be submitted to Paul Gerth, the Intercarrier Test Plan chair, by November 15th. The modifications submitted from the LNPAWG and NNPO reviews will be incorporated in to the Intercarrier Test Plan, redistributed to the WNPSC, LNPAWG, and NNPO, and posted at the npac.com LNPAWG web site.

7.) New Business

Anna Miller announced her resignation as WNPSC co chair after the December meeting.

ACTION ITEM: Nominations for co chair will be taken at the December meeting to elect another co chair.
