  1. Introduction and agenda approval
  2. Letter to Wireless Industry

We received a web site location from the Common Carrier Bureau that has a list of wireless carriers. Brian will analyze the list but it is estimated that there are between 200 to 400 wireless carriers. Neustar has a bimonthly newsletter. The Sept/Oct edition will go out the last week in September, the Nov/ Dec edition will go out the last week in November, and Jan/Feb edition will go out the last week in January. Neustar will include the notification letter in these bi-monthly newsletters. They will send the bi-monthly news letter to the wireless carrier list that Brian provides to Gene.

ACTION ITEM: Brian will compile the distribution list of wireless carriers for the Neustar "Portability, Inc." newsletters.

  1. Business Day and Normal Business Hours
  2. Research indicates that about 30% of the activations happen on Saturday and 20% happens after 7:00 PM Central time. Thus, it is recommended that we send a letter to the LLCs requesting NPAC support hours extend from 9:00 AM to 11:00 PM on Saturday and 7:00 AM to 10:00 PM Monday through Friday.

    ACTION ITEM: The WNPSC will send a liaison to the LLCs regarding the expected demand on Saturdays and after 7:00 PM Central time and request that this be addressed as a contractual issue with the LLCs.

  3. Interconnection
  4. Wireless carriers need to begin negotiations on their interconnection agreements with wireline carriers. Interconnection agreements need to be in place before service provider to service provider testing can begin. It often takes a year to negotiate a new contract, and these will have to be completed nationally for LNP.

    There is also a concern that integration issues need to be addressed at the NNPO, in addition to the wireless only issues that the NNPO expects the Wireless Operations Team to address. The WNPSC believes that integration issues should be worked at the NNPO.

    ACTION ITEM: The WNPSC will compile a list of integration operation and deployment issues and will write a liaison letter to the NNPO requesting that these issues be addressed. The letter will detail some perspective issues that should be addressed by the integration team as well as the time line.

  5. Wireless Number Portability Report

The Wireless Number Portability Report on Technical, Operational and Implementation Requirements was completed and forwarded to NANC for discussion at the Sept. NANC meeting.
