Minutes from WNPSC 06/12/00

Anna will follow-up with Steven Hayes who is chair of portability subcommittee to see if they need a contribution from the WNPSC. Anna volunteered to follow up with T1P1.3 to ensure that contributions were submitted as necessary to address the requirement.

TR45.2 has already said that they would accommodate it. Brian will follow-up with the Sprint standards representative to determine if a contribution is necessary for TR45.2.

3.) NPAC Notification Letter

The letter to the wireless industry announcing the need to schedule certification testing with the NPAC was developed as follows.

Wireless Carriers

Dear Mr./Ms

The Wireless Number Portability Subcommittee is a committee of the Local Number Portability Working Group that reports directly to the North American Numbering Council (NANC). This committee is responsible for the implementation of wireless number portability. Under this responsibility the WNPSC encourages all wireless carriers to take immediate action on the following.

ALL wireless service providers intending to implement a Service Order Administration system (SOA) and/or a Local Services Management System (LSMS) solution for Wireless Number Portability SHOULD schedule their SOA/LSMS testing with Neustar as soon as possible but no later than February 16, 2001. Neustar is the current operator of the Number Portability Administration Center (NPAC).

The wireless service providers who wish to use a SOA/LSMS are encouraged to contact NewStar to begin the new customer process. This process includes:

Wireless carriers who do not have certified SOA/LSMSs must use alternative solutions in order to do LNP. These solutions include:

ACTION PLAN: Get list of wireless companies from Wireless Bureau and issue the letter three times. Anna will take action item to contact wireless publications and try to get an article about the notification. Marcell will let the WNPSC know if this is a viable plan.

 

3.) Intercarrier Test Coordination

Anna attended the National Number Portability Operations (NNPO) team meeting and held a discussion on the structure of the testing coordination for SP to SP LNP testing. The NNPO concluded that wireless carriers to set up their own Ops team to address all LNP deployment issues, including intercarrier testing. The NPPO agreed to set up an Intercarrier Testing subcommittee to address interspecies testing.

ACTION ITEM: Discuss with CTIA and PCIA on how to model a Wireless Operations Team. It was suggested that we look at how the National Billing and Roaming operations is set up for a possible model to follow.

  1. Intercarrier Communications Process
  2. The CTIA Board approved the Wireless Intercarrier Communications Process report at their June 15th meeting.

  3. Intercarrier Test Plan
  4. The Intercarrier Test Plan SubWorking Group (SWG) is conducting a face to face meeting June 26, 27 and 28 in Chicago to complete Intercarrier Test Plan.

  5. Business Day and Normal Business Hours - It was pointed out to the WNPSC that the LLCs were negotiating a contract extension to include pooling and this is a good opportunity for us to include language for NPAC support on Saturday.
  6. ACTION ITEMS: The WNPSC will write a liaison letter to the LLCs requesting that Saturday business hours be supported by the NPAC beginning Sept, 2002 for wireless LNP.

    Determine what percent of our activations happen after 7:00 pm central Monday through Saturday to determine if we need to request that the business hours be changed to support wireless LNP. Currently NPAC normal business hours are 7:00 am to 7:00 pm central time. Follow-up with a second liaison letter if necessary.

  7. ESRD/ESRK
  8. Dan Hochvert, Bell Atlantic, was charged to bring in a definition. Andrea Cooper will talk to him about the definition. We should contact our NANC rep and CTIA NANC rep to 1.) Use INC Definition 2.) Add clarification that it is only dialable numbers used for ESRD and ESRK that would be reported on COCUS II, 3.) Number could be reported in either a LEC or Wireless Carriers COCUS II as it can be assigned out of either.

  9. NPPO Wireless representation

We need to find a wireless representative to attend these meetings to be sure that wireless is well represented.

10.) NRLLDB - Is there a compelling reason for wireless carriers to participate in this? The next task force meeting will be on June 21st in Wash. DC.

11.) Wireless Report - Course forward.

ACTION ITEM: When the WNPSC finishes all the revisions it can at the end of this week Anne will accept all changes and forward to Linda by June 20th. Linda will send it to Jim on June 21st next and he will send to Anne on June 23rd. Anne will forward to Brian on the 27th. Brian will send to Anna on on June 29th. Anna will send her edits to everyone on July 3rd. We will have an all day conference call on July 6th for document review. Anne will accept all changes and send the document out to the WNPSC by the morning of July 7th so that copies can be made for the WNPSC meeting. Anna will talk to Jeanne Grimes about how to get this to NANC by Tuesday July 11th.

12.) WNPSC Future - We anticipate that the WNPSC will sunset after all of our issues are closed. The test plan will be completed in third quarter/

13.) NEXT MEETING: Boston July 10 -13.
