Description:

The "subscription-version-id" is defined as optional in ISS 2.0 in the SubscriptionDownloadData but it should be required.  The OPTIONAL tag should be removed.  The tagging could also be removed from the ASN.1.

Final Resolution:

This change will be made in the IIS.

This is in Release 2 (SOW 9).
