Single TN in a Range Create

Description:

The Lockheed implementation does not support subscription version create on a single TN with a TN range where the starting TN equals the ending TN.  Perot implementation supports this functionality. 

Final Resolution:

Desired behavior should be determined and documented.

A single TN should not be specified as a range.. Lockheed ITP to be updated.  Perot to implement change in the future.

IIS was clarified in Release 1.0.
