Update the current documentation to be consistent and reflect the current behavior.

1. Update Appendix E, BDD Files to clarify Optional Data (when included in BDD, where placed in BDD). Refer to separate document for more details --> NANC 445-1 .
2. Update Appendix E, SIC-SMURF Files to correct the end-of-line character (change from CR to LF).
